The building dates back to the thirties; it houses a multipurpose hall for events and conferences and the library, which is run in collaboration with the Social association M. Salami. It is the administrative center of the town and several service have here their reference point.

Russi: CENTRO CULTURALE POLIVALENTE
Located in the historical town centre, the cultural centre is housed by the former Palazzo Ricci (commonly known as "old municipal hall "). The building, dating back to the end of the XVIII century, has substantially preserved the external lay-out and rooms location. Worth of mention are the decorations of the hall (Conference Hall) and the two little rooms in neoclassical style. The latters are an example of a particular painting style which in Russi is not very common and can be ascribed to the school of Faenza.

This historical building named after "San Rocco" has been recently restored and turned into a Cultural centre; is houses important art exhibitions and cultural events. Since 2001, the building hosts an important permanent collection of devotional ceramics, which became a museum here thanks to the gift of Prof. Sergio Baroni, born in Fusignano, who named it after his late parents. The collection, named after Vincenzo and Amelia Baroni, is made of 143 pieces coming from Emilia-Romagna and from the main ceramic workshops of central Italy.

This building, which is located in the northern wing of the fortress, used to be the armoury of the Este during the XV century. The present name "Pescherie" comes from the fish market which used to take place here during the second half of the XIX century. It now houses art exhibitions and cultural events.

The "Antonio Morsiani" International foundation for researches on dogs, inside the historical Villa Morsiani, is provided of a museum and a library that can be considered unique in the world (there are over 3000 books, pictures, sculptures, anatomic reports, drawings, old engravings and canvas dealing with dogs). The Foundation is often seat of congresses, conferences, lectures, meetings and visits of professionals and dog- overs from all over the world.

Lugo has now a new exhibition venue, which aims to host reknown artists, but also young artists from the whole region. The venue is called "Galleria Artepiù" and is very wide and modern; it has been designed by the architect Giuseppe Romagnoli.
